Raquel Oliver, Chair
Raquel has an in-depth knowledge of construction-related project tasks and how each task is interrelated, largely affecting the successful and timely delivery of a project. She has the ability to mobilize, setup, and maintain the project office. Ms. Olivier’s background in accounting and auditing contributes to her analytical abilities to examine project related issues to formulate concrete solutions. She has assembled and managed teams to support program management, construction management, and engineering projects throughout all phases of the project life cycle: providing document controls, cost controls, logistics management, office management, contract administration, and public involvement. Her management style is an integrative and proactive approach that is adaptable to project requirements: inclusion of team members, strategic, and goal oriented. Her knowledge of municipal and private sector accounting enhances her involvement with the overall management of the financial, technical, and operational risks associated with each project. As a manager, Ms. Olivier is a proponent of opportune communication, internal and external stakeholder engagement, quality control, and seamless coordination.

India L. Birdsong Terry took the wheel as Chief Executive Officer and General Manager in 2019. She guides Ohio’s largest transit system—directing over 2,300 employees and managing a $292 million annual budget to provide more than 35 million annual rides across 457 square miles. With commitment to transparency and accountability, she pilots the GCRTA fleet towards innovative solutions that increase ridership, improve service, and contribute to the economic development of Greater Cleveland.
